No you don't? Everybody can execute an elbow thrust.

The power behind are just substantially lower than if one was enhanced by LRA.

Apparently in the Naruto world, this is a specific tech. If you read the jutsu that have multiple references to the need of LRA for this attack. I dunno if you put this here jokingly or not, but Elbow is derived from LRA so...

Elbow is derived from the Raikage's boxing/wrestling fighting style. It's a Taijutsu technique. Naruto wiki peeps simply like to list it as a "derived jutsu" because it was canonically used while the Raikage enhanced himself with LRA. It does not state it is required for usage nor does it mean that since clearly the wiki page for LRA also lists Lightning Water Dragon Bullet as a derived technique (even though it's obvious that simply adding lightning chakra and not only the chakra from LRA is enough to produce the technique, and how Hell Stab is simply the concentration of lightning chakra to certain points on one's one hand similiar to Chidori and you don't need a lightning shroud surrounding you to do that).

To my understanding,That would be a scaling jutsu, loki. Since the jutsu states that it's effect is dependent on the skill of the user. So, I mean it can be a B-rank, A rank and S rank jutsu and do no that if you're going by wiki, you need the "gift of hermit chakra" to utilize the technique.
