Story
It's been five generations after the first war between Samurai and Shinobi. The five villages were founded shortly after and there has never been a war between them. Until now, all five villages have been off limits to the outside world, however the gates have been opened and ninja were allowed to travel between. But suddenly, kage are falling ill and no one knows who's behind it. The Hokage and Raikage both lie in comatose state, awaiting an answer as to what put them there.

Let's start with Rinnegan and Edo Tensei, since those are on top.

For one, I like both techniques, however, I have seen problems with both of these on sites, mainly because it's very difficult to defeat Rinnegan or an Edo'd person unless you have some of the strongest techniques and abilities in the entire series. For this reason, I myself do not think they should be banned, but severely limited, meaning I think only 1-2 Rinnegan wielders at a time, and only 1-2 ppl allowed to use Edo Tensei. In addition, getting these techniques should be difficult. If you are doing Ryo like Sato's site, they should be the most expensive things on the Restricted list. Also, to get Rinnegan, one should have EMS and a Senju DNA Implant that was successful. The two ppl able to wield it should either somehow be descendants of Indra and Ashura (and those descendants should be chosen somehow by completing a variety of Accomplishments of some sort).

Edo Tensei should go by the Canon description, but maybe toning it down slightly, yet not too much. We don't want to restrict good techs just because they seem over powerful, we just want to make sure ppl will have a fair chance against them.

I'm not too worried about it ATM. Our community is still small. I already have a plan for the Rinnegan. As for Edo, the site will be limited to one Edo user. Likely the same with Rinnegan.
