Clan History: The have long been members of Kumogakure in fact they were one of the original founding clans.  In the past at least one of the Raikage were a member of this clan.  Unlike some other clans with bloodlines this clan has thrived over time with most of its members being sucesseful in unlocking the clans ability storm release.  Some time ago they were taught how to use black lightning.  Since then the hiden technique of black lightning has been passed down to promising clan members.  It is said that in the hidden cloud only those are passed on the technique of black lightning are authorized to receive a lightning tattoo.
The family structure of the Hanabi is much more casual than clans such as the Hyuga. There is no separation between members they welcome inter-clan marriages and vote in their leader.  They are proud of their clan and ability but as whole aren't arrogant.  They have chose to live throughout the village instead of being grouped together.  Although the village has provided them a building for those who wish to live there.  This building also has a training space and office of the elected clan leadership.  In the last 100 years they have not warred with any clans but there have been some minor rivalries that have popped up.

KKG Description: By combining water and lightning clan member can create energy beams that can be guided and flow like water.  Clan members can choose to use water and lightning simultaneously. Most people would compare this ability to lasers.  This ability can potentially burn/electrocute but most like burn do to the concentration of electricity.  Being that it is an advance element it naturally is superior to standard elements.  While it will depend on the size and shape of the jutsu in most match ups Ranton will over come basic elements.  The exception is wind because its a natural insulator against it has a better chance Ranton.
Two clan members have the option of learning black lightning .  Black lightning techniques are one rank stronger than other lightning techniques and would need a wind jutsu 1 rank higher to neutralize them.

Denied o.O need info on the speed, power, abilities ect. Of the energy beams. Are they hot. Do they freeze.. What are these energy beams?

Did this nig just approve a clan that has jutsu listed as "will do later"?

Alice had hers as I will do it later so I figured I would do the jutsu later. There is only one canon jutsu if I make that now I'll have I would just be coming asking for this application to be unlocked all the time.

Or I'll just end up saying everyone makes their own.

Speed and power and what it does further than making lightning flow like water are all jutsu specific questions.

A clan that makes lava makes lava. how fast the lava goes whether it burns can it kill that has nothing to do with the ability itself.

Nah son, the show never had this clan, nor clan a clan that could use storm release, or even black lightning for that matter.

Also, upon further inspection, I've come to the conclusion a it's not fair to give the black lightning no weakness, just say wind techniques of equal rank nullify.

Black lighting has a weakness just like regular lightning, wind. Black lightning is just more power that regular.... It not like it resist every element except for lightning, but that is another clan that is approved. Unlike Ice it doesn't resist anything other than lightning jutsu and because its stronger than regular lightning it would need stronger wind.

The ice clan was edited. However this all seems to be causing controversy so I will make a Jutsu strengths and weaknesses system

Im not worried about Ice Storm release/lightning can overcome ice. And a weakness chart with advance elements is a nice idea. But since lightning colored black is it shouldn't be needed. It just the this simple
