Jutsu Strength and Defense System
All jutsu are divided into a certain amount of points. This is to help identify which jutsu are stronger than others. Naturally, two S ranks would be just as strong as the other. However, an A rank would be weaker than an S. But two A's can surpass an S. And here's how
E Rank: 1 Point
D Rank: 3 Points
C Rank: 7 Points
B Rank: 15 Points
A Rank: 25 Points
S Rank: 35 Points
So if we look at the list, its clear that 5 D rank jutsu could break one B rank shield. However, it would take at least 12 to break an S rank shield. Most jutsu will go by the above list, however some absolute defenses such as Susano'o will be allowed more points than that given. Mind you, the exceptions will not be many.
So lets say you deliver more points than required. This means you win the struggle and also do additional damage to the target, should they still be hit. However, you will not do full damage to them. If they were to use an A rank shield to block a B rank attack, they would only be on the receiving end of the difference. The elemental weaknesses above can be used in this system as well. Should an S rank Katon jutsu go agianst an S rank Suiton jutsu, the Katon would only be given 25 points and would fall to the Suiton 35 points due to the elemental weakness factor.
Also, jutsu that allow multihits will be forced to split damage given into however many total hits the jutsu delivers. Jutsu such as Fire Style: Intelligence Hard Work will not have each smaller fireball do 15 damage. Should the fireballs split into thirds, each fireball would do one third of the damage, I.e. 5 damage each.
