Story
It's been five generations after the first war between Samurai and Shinobi. The five villages were founded shortly after and there has never been a war between them. Until now, all five villages have been off limits to the outside world, however the gates have been opened and ninja were allowed to travel between. But suddenly, kage are falling ill and no one knows who's behind it. The Hokage and Raikage both lie in comatose state, awaiting an answer as to what put them there.

Hand Seals/Charge up: Ram → Clone seal → Dog → Bird
→ Rat → Ram → Clone seal → Dog → Bird → Rat → Ram
Description: The user slams his palm onto a nearby water surface, sending a large surge of water up to 15m into the air. This water then forms into a number of water sharks, eight sharks, which then rush towards the target from above. These sharks naturally cause blunt damage, that can break bone. Should these sharks be attacked while descending, the water that composes them simply reforms into roughly 25 kunai-sized sharks, which continue to rain down upon the target and inflict damage whenever they come into contact with them. The jutsu follows the standard jutsu strengths and weakness table.

11 hand seal charge up and include how minimal the damage of a shark is. and the damage caused by tiny droplets

it is canon for the video game and even then, you seem to have neglected the need of hand seals.

"Ram → Clone seal → Dog → Technique specific seal → Rat → Ram → Clone seal → Dog → Technique specific seal → Rat → Ram"

skip to 39:10 https://www.youtube.com/watch?v=FIq-1zsRO6A it shows cutting Itachi's Akatsuki robe at most, but I guess we can assume it causes kunai like damage with each individual shark

put the info about the type of damage inflicted back in there so we know what will happen when a person gets hit aka just mention cutting damage

explain the damage inflicted if the sharks aren't split into droplets where they can cut. Is it blunt damage, things like that. I know it's not included in canon, so yeah up to you how that damage works.
